Pritchard Wait for Microsoft v.Next
I don't know if Xamarin is worth it any more.  What would I create a game in these days... I'd probably look at Constructor 2 or Game Maker before programming something completely myself, tbh.

That way, it's easier to get the arts / assets in and you just need somewhat minimal coding to get things running.

And those both port to mobile devices, I think :)
